Job Title: Plaza Services Supervisor
Effective Date: May 2021
Salary Grade 40: (Min $25.79, Mid $30.30)
NATURE OF WORK:
Under light supervision, supervises and assists crews with departmental work on a day-to-day basis while overseeing assigned plaza, grounds, and landscape to ensure the proper use, maintenance and upkeep of the Town’s public areas.
DUTIES AND RESPONSIBILITIES:
*Supervises and participates in work to repair and maintain grounds and common areas including paver repair, snow and ice removal, lawn maintenance and irrigation, sweeping and cleaning public areas, removing debris from public places and the environment, upkeep of flower beds and planters; emptying of public trash and recycling receptacles and holiday decorations.
*Assigns daily activities of work crew; leads morning pre-shift meetings; inspects ongoing and completed work is in compliance with high standards and safety requirements; serves as technical support to other workers; maintains work records and log books; provides assistance in ensuring the proper maintenance and upkeep of the Town’s grounds, landscaping, and common areas.
*Assists Manager with interviewing and hiring processes; identifies and responds to the need for corrective actions; assists with performance evaluations, approval of timesheets.
*Supports the Horticulture Specialist in the upkeep and replanting of flower beds; watering, maintenance and weeding of flower beds, pots, and baskets; performs a variety of landscaping functions including planting and pruning trees and shrubs, and mowing and fertilizing, raking, aeration of lawns.
*Supports the Irrigation Specialist with maintenance and upkeep of irrigation systems and water conservation measures.
*Acts as department contact in absence of Manager and supports Manager functions when needed.
*Performs noxious weed management on Town owned property.
-Recommends changes to improve the functions and processes of the department; ensures staff compliance with departmental policies, standards, and safety practices.
·Monitors and reports to Manager third party compliance with Plaza policies, programs and projects including special events, plaza uses, plaza vehicle access policies, motorized cart policies, and plaza license agreements, refuse and recycling, resource conservation.
·Acts as point contact for all plaza activities, plaza access permitting, and coordinate with merchants and 3 party contractors needing plaza access. Carries on-call plaza access phone while on duty.
·Manages the Market on the Plaza and coordinates with all vendors for market placement and vehicle load in/load out while providing a safe environment for the public.
·Delivers ongoing staff training in relation to equipment and vehicle operation, workplace safety, specialized tasks, and/or departmental procedures.
·Assists Manager with attainment of Town environmental goals and enforcement of environmental regulations, and research and implementation of environmental policies and procedures when needed; assists with data entry and recording of Town natural gas and electricity usage.
·Oversees and assists the staff in enforcement of town policies and regulations including refuse and recycling, plaza vehicle access, weed management, special events and plaza license agreements.
·Monitors project progress and quality of work performed; reports on project status to Manager or Director.
·Operates a variety of vehicles and equipment in accordance with all safety regulations and procedures; identifies and reports mechanical problems requiring additional repair.
·Performs basic office skills as necessary including review of staff timesheets for manager approval and assistance with data collection and record keeping.
·Assists with the ordering of departmental tools, supplies, equipment, and uniforms.
·Ensures all employees are recognizing, practicing, and enforcing appropriate safety rules and procedures when performing any and all tasks associated with this position; reports all unsafe conditions and work-related injuries to Manager.
·Ensures that all employees are providing friendly and professional guest service information and assistance at all times when in the presence of the public.
·Assists with event operations and participates in the physical set-up and break-down of events; oversees event activities to ensure group activities are in compliance with Town Policies.
·Responds to and resolves problems or issues from the public or staff in a timely and professional manner.
·Acts as a liaison, when necessary between Mountain Village and its residents and guests, subcontractors, vendors, and merchants giving direction and assistance as needed.
·Promotes and observes safe work methods and uses safety equipment; secures work sites as necessary; may attend safety committee meetings, actively participates in and may conduct tailgate trainings
·Contributes to the efficiency and effectiveness of the department’s service to its customers by offering suggestions and directing or participating as an active member of the team
·Reinforces the Town’s commitment to the environment by responsible use of electricity, natural gas, fuel, paper, water, and chemicals.
·Additional duties as assigned.
High school diploma/GED with Associates Degree in Natural Resources, Landscape Design, or related field AND experience with grounds keeping, property maintenance, and landscape management including lead/supervisory experience or an equivalent combination of education, training, and experience. Demonstrated computer skills in working with word processing, spreadsheet, and email software preferred. Two years of personnel supervision experience preferred.
Possession of a valid Driver’s License is required.
KNOWLEDGE, SKILLS & ABILITIES REQUIRED:
Knowledge of: Principles and practices of grounds keeping/property maintenance; landscape design and maintenance principles; local ecosystems and climate; experience with equipment and tools used in landscaping and grounds maintenance; safety protocols relative to equipment operation; supervisory principles, practices, and methods; municipal codes and regulations; local ecology and climate patterns.
Skill in: Supervising staff and coordinating property/grounds maintenance activities; attention to detail; monitoring and reporting repair and maintenance needs; coordinating and participating in maintenance/landscape projects; safely operating departmental tools and equipment; supervising, leading, and delegating tasks and authority; conflict resolution; working effectively with a diverse cultural community; effectively communicating in written and verbal forms; basic computer skills.
Environmental Factors: Work is performed primarily in outdoor environments and involves exposure to extreme weather conditions, machinery with moving parts, and hazardous chemicals. Approximate percentage of time spent outdoors: 80% and indoors: 20%.
Physical Factors: While performing the duties of this job, the employee may be required to operate heavy equipment, perform manual labor, climb ladders, stand and walk for extended periods of time, and occasionally lift and/or move items weighing up to 50 pounds.
